CRITICAL BOTTLENECK: The 'Doha/Qatar Requirement'. As of October 1, 2025, the Embassy of Finland in Islamabad does NOT process Residence Permits for studies. Pakistani students MUST travel to VFS Global in Doha, Qatar, to provide biometrics and verify their identity. You will need a Qatar visit visa to complete this step.
1. Joint Application (Studyinfo.fi)
Month 1-3 (Jan)
Duration: 2-3 Weeks
Status: Preparation
- Apply via 'Studyinfo.fi' during the 1st Joint Application (usually Jan 7 – Jan 21).
- You can choose up to 6 programs using a single application form.
- Prepare your English proficiency (IELTS 6.5 or Duolingo/PTE as per university).
- Upload transcripts legalized by HEC/IBCC and MOFA (Apostille).
Critical Points:
- application fee: €100 (approx. 30,000 PKR) for non-EU applicants, payable once per application round.
- deadlines: Joint application for Autumn intake ends mid-January. Missing this means waiting for separate/rolling admissions.
2. Admission & Tuition Payment

- Receive the Admission Offer (Letter of Acceptance).
- Confirm your seat online via Studyinfo.fi.
- Pay the tuition fee (usually €8,000 - €12,000). Many universities offer early-bird discounts (e.g., €500-€1,000 off) if paid within 14 days.

- refund policy: Finland has a strict refund policy: if your residence permit is rejected, the tuition fee is refunded (minus a small admin fee).
3. EnterFinland Portal & Insurance
Month 5-6 (May - June)

- Create an account on 'EnterFinland.fi'.
- Purchase Student Health Insurance (SIP or ACS-AMI). Coverage must be €120,000 for studies < 2 years, or €40,000 for studies >= 2 years.
- Bank Statement: You must show €9,600 (~30 Lac PKR) in your PERSONAL bank account. Sponsorship is allowed only if the money is transferred to YOUR account before applying.

- insurance excess: The deductible (excess) on your insurance must not exceed €300.
4. Biometrics Trip to Doha, Qatar
Month 6-7 (June - July)
Duration: 1 Week (Travel)
Status: Physical Verification
- Book a Qatar visit visa and an appointment at VFS Global Doha.
- Travel to Doha to prove your identity, provide fingerprints, and show original documents.
- Apply for a 'D-Visa' simultaneously. This is a sticker in your passport that allows you to fly to Finland immediately after the decision without waiting for the plastic RP card.
Critical Points:
- vfs fee: Approx. €20 service fee + Migri application fee (~€350 if not paid online).
- d visa fee: Approx. €95 - €120. Highly recommended for Pakistani students to avoid a second trip or long courier waits.
5. Processing & Decision
Month 7-9 (July - August)

- Migri (Finnish Immigration) processes your application as 'urgent' (students are prioritized).
- Track status via the 'EnterFinland' portal.
- Outcome: Receive a 'Grant Letter' electronically.
Critical Points:
- interview note: Interviews are very rare for Finland. If your documents are clean and funds are in your own name, approval is usually smooth.
6. Arrival & City Registration

- Fly to Finland.
